How do the Brazilian Victoria's Secret models get their hair highlighted from middle to end and not at root?

I see it in a lot of their looks, I also read it in a magazine that this highlighting trend originated in Brazil. See links of photos for examples:

It's not from growing their hair out, I heard it's done on purpose, what do you call this technique?How do the Brazilian Victoria's Secret models get their hair highlighted from middle to end and not at root?
They only use highlights that are a few shades lighter than their natural hair colors, and the idea is to look like their hair has been kissed by the sun. Ask your colorist to alternate between chunky and think highlighs and to start just below your ears. If your hair is shorter this look will not work for you. To style it use hot rollers loosly in your hair or only curl 1/3 of the way down your head. Spray hairspray into your finger tips and massage it into the roots of your hair. Those girls are getting their hair highlighted by the best colorists in the world... people we'll never have money for.
you just put on the dye where you want it, kind of brush it in so it doesnt look like it just grew out... i cant really explain it but i do it all the time to my own hair
